Philip Bye has been an affiliate with Edington, Peel & Associates since 2015. His focus with the firm is on university research issues related to federal R&D where he has worked with a consortium of universities involved with atmospheric and environmental research matters. In addition, he also represents a small private sector R&D firm heavily involved with defense-related R&D. Prior to his work with Edington, Peel & Associates, he spent several years with the Oldaker Group and the Oldaker, Biden, and Belair law firm, focusing primarily on university research issues and had a varied portfolio which included campaign finance issues. His experience on Capitol Hill included three years with Senator Bill Nelson (D-FL) where he worked on the successful Nelson election campaign in Florida in 2000, and then later asked to join the Nelson Senate office where he spent three years dealing with healthcare issues, R&D issues, and higher education concerns. Prior to his work with Senator Nelson, he worked on the Virginia state campaign for Mark Warner, who successfully ran for Governor of Virginia.
Mr. Bye received his Bachelor of Science in Political Science from Florida State University in Tallahassee, Florida. After working in several Senate and Gubernatorial campaigns, and in the office of Senator Bill Nelson, Mr. Bye left Washington, D.C. to attend law school at Suffolk University in Boston. Upon graduating from Suffolk University Law School with honors, Mr. Bye clerked for two different judges in Maryland’s Circuit Court, first in Baltimore City and then in Montgomery County, Maryland. Following those clerking experiences, Mr. Bye--a member of both the Maryland and DC bar--began working in a government relations practice in 2012. He worked with both the Oldaker Group and with the Oldaker, Biden, and Belair firm and then with Federal Science Partners, LLC where he continued his focus primarily on the interests of universities, institutions engaged in scientific research, scientific associations, and private sector companies involved in both R&D and manufacturing. Mr. Bye is also the owner and president of Federal Research Strategies, LLC, a government relations group that serves the interests of similar scientific and engineering communities in both the private and public sectors. In his roles with both Edington, Peel & Associates and with Federal Research Strategies, Mr. Bye regularly interacts with various federal R&D agencies, the Office of Management and Budget (OMB), and an array of House and Senate Committees and Member offices.
